Pruning my crape myrtle

HELP! My 'Tuscarora' that was planted 3 years ago has been struggling this year. It's about 10' tall or so and has 4 main trunks. For some reason, it was REALLY late to emerge this spring and has shown growth on only 3 of the trunks. The 4th one has no signs of growth except at the ground level. The other 3 have new growth, however they still have some dead looking branches as well.

My question is, should I prune that 4th (dead) trunk all the way to the ground? Then remove any other dead branches, etc? I've checked the branches and they snap totally, like they're dead. The ones that are still alive bend at least a little bit.

Any suggsetions please???
