I don't like fertilizing anything that dies back in my yard after Labor day here in NC. Additional fertilizer after that point is going to try and stimulate new top growth and what I want my clematis to be doing is saving energy for winter and not growing like gangbusters. Sometimes the clematis still grow fairly rapidly after that point since the temps have cooled off and their is more rain. At least I know that Mother Nature is coaxing them to grow and it is not due to my intervention. As for water, you can continue giving them that if the weather is especially dry in your area. Poke around in the ground and see how the soil moisture is in the vicinity and let that be your guide. I have stopped providing my clematis in the ground any additional water since we have begun getting sufficient rain and the temps have significantly dropped. Make sure your liquid fertilizer is not one high in nitrogen or you will stimulate a lot of vegetative growth and few flowers.

Here's a tip... When rooting a cutting, always be sure to plant it at least 3" deep into the potting mix and add a layer of pea gravel (small rocks) on top to hold cutting in place (roots are tender and can break easily if cutting moves). I planted my first cuttings this way (and have used this method since), they all rooted within a month and had new branch starts- indoors (during February) with no extra lighting!... I used a 50/50 mix of Perlite and peat/potting soil, watered deeply at planting time and let them dry out for a month before rewatering. *Never plant a 'fresh' cutting, always allow at least a week or so for the cut to heal/dry. Zoffia No, it was not mentioned. But many leaves will do the same, without any help. Even just sitting on a tray or table - without any soil or anything else. Here are some leaves that were just waiting to be tossed in compost, on a plastic saucer, and they grew very vigorous roots and even plantlets. This is in less than a week - roots started to appear within 24 hrs on most, and plantlets in about 4 days: No water, n soil, no rooting hormone of any kind... ETA: But we know that there are few succulents that will not propagate from leaves, regardless of what is put on them, but from offsets. Rooting hormone is not needed for offsets either. I am not against using it, but why bother?

Talked to my husband whom worked for a water authority for 35 years in every aspect from fixing water lines, treatment, to service rep and as puzzled about this as yinz are. He never heard of a meter at the house and one at the main, but every area could be different. He said to follow the line at were the water comes in from the main and see if there is another meter beside the one at the house. Except for a sewer reduction meter. If there is another meter see if it is registering water. If not call the water company and have them send out a service rep to analyze the problem. Every water company is different depending on where you live. Some are public and some are private. If you have a problem with the water company then call your states utility commission and see if the water system is governed by them. Some aren't. As far as who is responsible for a line it also depends on where you live. In our area the homeowner is responsible for the line from the curb shut off to the house. Good luck.
