When plumeria has little roots, can I pot up and start watering?

I was given some scrap plumeria cuttings from someone pruning their tree last fall. Decided to try water rooting and they are starting roots in less than a couple of weeks. :) (light goes off in head)Lets unpot the 3 cuttings that have been sitting for months doing nothing and put them in water culture too. Lo and behold, the one I started in Oct. has lots of roots and another I started a couple of months has 3 two inch roots (Kauka Wilder still nothing, going into water now). Can I pot all them up and start watering? Or do I need to wait until they have leaves? All the tips are still dry. Thanks for any advice you have.
