House Being Built / Soon to Need Soil - ???

It's two months to completion in Boulder County, Colorado where the soil is CLAY like I've never seen before. This builder landscapes the shallow front yards, installs irrigation. I need to 'amend' the side and back on moving in this Fall - with what? Do we just pay to have 'topsoil' hauled in? I want to dump manure and compost all over or grow a cover crop I can plow under in Spring. But it's not that kind of area - there are neighbors who already think I'm nuts for wanting to plant vegetables and perennials. Had to abandon 400 hostas in Illinois when we moved here so am very frustrated - used manure, alfalfa, homemade compost, mushroom compost, chicken manure, cottonseed composting there. I just need to know where to start and with what. Any suggestions?
