Southern Magnolia - need help / advice

2007 was a bad year for my Southern Magnolia. It has been in my yard since 2003 and is about 10 feet tall. Late last spring we had a bad late frost which damaged several trees and last summer was very dry and hot.

Well, my magnolia did not make it through the hot and lost all its leaves except for one small branch. I scraped back the bark on the main part of the tree which showed it was still green but the leaves never came in this spring on any part of the tree except the one small branch that seems to be doing great and getting new leaves.

I thought we would have to cut down the tree when today I went out and noticed small green spikes coming out the lower part of the main trunk. It almost seems as if its growing new branches? Is that possible? If so, should I trim back the dry brittle branches or just leave them while the new come in? Any advice on how to help this tree would be appreciated.
