Red Eden with skinny branches question

i have Red Eden climbing roses on my backyard that this year seemed to have grown really skinny branches, about 1/16" thick, as opposed to the branches it had when i bought and planted it last year, around 3/4" thick canes.

i was wondering if lack of water caused this? bad weather? i live in the Parkside area of San Francisco, CA. i believe USDA zone 9, Sunset zone 17. that wall has unfortunately 85% shade throughout the day :( and i'm doing an organic gardening thing for the extra hill to climb.

is there anything else, right? well, the Don Juan climbers beside it pretty much had the same growth pattern too. i thought that was just the habit of Don Juans, but now i know it's my growing conditions.

as you all could tell, i'm very new with gardening :) so is there a way i can fix this?

any ideas would be greatly appreciated. thank you.
