Will my perennial gypsophilia paniculata ever bloom? (small pic)

If so, when?

Planted it last year; of 7-9 spots, only 3 left. Survived winter, drought tolerant, came back and has thickened and grown taller, rain beat down or other cause so staked. It is a little crowded but don't want to prune the rose back now, am having enough trouble with some of those and fighting Jap beetles. Another year I'll try to alleviate some of the crowding, that rose gets pretty bushy which I didn't expect.

Wonder if it gets going better if I ought to pinch it back when it is 6" to 1' or so.

It's not the best photo, hot and breezy out there, the feathery stuff by the rose.

I looked on the Missouri Botanical Gardens website and couldn't find it. I'd like some more in the back bed if it's ever going to perform, but it's tough to start from seeds in the soil which dries out too fast, used a trick somebody helped me with on another forum.
