Basic question about sizes listed in rose descriptions

When something is stated as up to 7' H, I've always assumed this is the general max length of a single cane when upright. If the same rose is arching in growth, the height of the shrub is going to generally be shorter as this 7' H cane is draped, correct? Or, should I expect the mass of the shrub itself to reach 7' H and the canes to be longer? This second option would make sense when considering width, because I always assume width to be the full diameter of the plant in its natural shape. Probably should have asked this question a couple of years ago, but... better late than never. :)
