First off, that's a particularly unprofessional installation. The feeder neutral should NOT block access to the fuses. The rest is pretty sloppy and screams that it was done by an amateur. Your neighbor is giving you good advice. You can not use a self tapping screw. Further, if it is serving as part of your main bonding, there are specific requirements as to sizing. You would be better off using specifically listed accessories for your disconnect rather than just poking at it at random. As you've been told COUNTLESS times. The ONLY place the grounds and the grounded conductor (NEUTRAL) are allowed to come together is in the disconnect. You must isolate it EVERYWHERE else. Yes this means isolating the ground and neutral buses (which depending on the panel may require you to install an additional grounding bar) and making sure all the wires land on the right bar. There are TWO types of water piping ground that you have to worry about. The first is the metal piping that comes in from at least 10' of earth contact. This is part of your grounding electrode system. It needs to run directly to your disconnect (perhaps connected to the other electrode conductors via approved fasteners. Note that these connection requirements are different than for other conductors. The SECOND thing is the metal piping that may exist inside your house. This must be BONDED. Now the fact it SHOULD be already connected as a grounding electrode would suffice except you need to assure that things like water meters, hot water heaters, etc... do not interrupt the continuity (you may need to bond across these units).

"A grounded conductor shall not be required to be installed at lighting switch locations under any of the following conditions: (4) Where lighting in the area is controlled by automatic means" So, put a photo cell in before or on the light. Or, run conduit from where the UF enters the building to the switch, and call it a day for now. "(1) Where conductors enter the box enclosing the switch through a raceway, provided that the raceway is large enough for all contained conductors, including a grounded conductor." Or, this exception "It shall not apply to replacement or RETROFIT switches installed in locations prior to local adoption of 404.2(C) and where the grounded conductor cannot be extended without removing finish materials." . I am not annoyed at you, just annoyed by the reason that I can always tell an engineer....over thinking. . . You can always tell an engineer, you just can't tell them much because they have to figure it out for themselves. ;D ... It is frequently suggested that I am or should be an engineer. Really, what is the chance you will ever put an occupancy sensor on the switch at the house? Occupancy sensors on a 3-way can be hard to tell if the switch is on or off anyway. What else would you ever think you would need a neutral at the house switch for? It was good enough for the last 100 years, the preemptive measures of the new code do not intend to make you redo, waste, start over, or abandon any previous progress.

I don't think the OP ever indicated her daughter is not or won't be compliant; in fact she mentioned that DD "does wear masks when necessary" It's the Dr. that was being flippant, and the OP just wants what will be most comfortable for her daughter. IME, i see very high compliance with mask policies among young adults. So "suck it up," whether the semester is in Ohio or Hawaii, is just uncalled for. A few posters have made a good point about "greener" options than disposables, but I'd be sure to send along some disposables as well. We have spares in baggies in our cars, in purses, wallets etc. In case she doesn't get around to washing them or misplaces them ... I hope your DD has a wonderful time and a great learning experience.
