Stupid Newbie question....sorry

I planted an Imperial Blaze climber last year because it was apparently hardy, disease resistant, and vigorous.

Yesterday I saw one that was about 15 feet tall and all flowers were on the top 2 feet. The rest was an ugly thorny bare mess!!! I have no intention of wanting a climber that would surpass maybe 8 feet tall especially where I planted this one.

Can climbers height be maintained by pruning, or will winter die back take care of that? I have 2 Zephie's and winter dieback keeps them controlled so I never even considered this might be a dilemma.
