Pruning Heritage River birch.... 2 questions

Two years ago we bought & planted a HR birch tree in the back yard, which is along a river here in southern CT. Some of its smaller braches are dead... no surprise. Do I have to wait until after Aug. 1 to cut these off? I've read that pruning this tree is not advisable until after the female birchleaf borer has laid her eggs (hopefully someplace else).

We never staked the tree because we felt that it needed to toughen up against the river's winds that blow upstream.... it looks really healthy. There is some mulch and grass underneath it. We plan to begin a "gentle" pruning program to keep the tree looking airy and open. Is it true that only one lower branch should be prunned each season? We want it to maintain its open look.
