Hand held sprayers

This year I have an unusual hard time choosing a sprayer. The Chapin sprayer I had for last 2 years started to leak and didn't hold pressure anymore. I don't need a large unit, so after another unit (from home depot) fell apart, someone recommended a hose end attachment unit, the "Gilmour 362 Professional No Pre-Mix Sprayer". The idea looks cool, but when I tried to set the dial at 1.5 TBS per gallon (as Bayer recommends for the disease control solution) it didn't draw anything. Then, I noticed that you cannot set the dial between numbers (a real problem with high dilutions). Anyway, it didn't work well at #2 stetting either. To achieve roughly the Bayer recommended dilution, it had to be set at #5, which doesn't make sense. Am I doing anything wrong, or you cannot use this Gilmour at high dilutions?
