Compost remaining compacted

Even my finished compost when sifted through 1/4 hardware screen, the result is soft and fluffy. Now using 100% of it in pots for tomatoes and peppers the plants are ok, but I am concerned with lack of soil aeration as the soil seems compacted when watered in. I always thought compost was generally lighter of fluffier than peat moss or coconut coir? This seems to be opposite of the case. How can this be when the sifted compost is very light and fluffy?
