Patience is one of the most difficult virtues for a gardener to acquire, but it is also one of the most valuable. From one end of the country to the other, this has has been a weird winter, and an even weirder spring.
Without knowing the specifics of what your particular weather has been like over the last couple of months, I'd suspect your roses have got the gardening equivalent of schizophrenia, not knowing whether it's safe to leaf out or whether they should continue to hunker down.
If the canes are green and plump and not wizened/brown/black, I'd suggest waiting a bit longer.

Kay is right, "patience" with HT's in the spring. They are slow to wake up because they want warm soil, they will sit there & pout while your hardy roses are sending out lots of new growth.

I've pulled up more than a few roses I thought were dead as late as mid May only to discover new growth below the surface. Mine were all own root and in the ground, not potted. Did you provide any winter protection for your potted roses and were they grafted?
You can often force growth by placing a clear plastic bag over the potted plant and sealing it around the bottom to hold heat and humidity. Make sure it's kept watered. If growth appears, cut holes in the bag to slowly allow the tender new growth to acclimate to the dryer air and sun, otherwise that growth can shrivel up and burn when exposed .

I'm in nw Missouri so a zone 5, I have a rose bed with a lot of ht's. I had some can loss over the winter but I waited to prune until leaves opened on the roses so I could see exactly what and where I had things going on.

Not sure what your average day and night temps are but here we are staying above freezing at night and 50's to 70's for daytime temps.

I've got nice leaves and some of my roses have flower buds forming also. Back where I moved from in N. Cal the roses would still be doing very little this time of year but night temps are cold there even though the day is close to the same here.

I also have most of my ht's buried fairly deep in the ground.

thanks for replies. i am zone 6a(pittsburgh). i would say we have averaged day temps around 60-65 and night 45. we havent had but a few 75-80 days yet. i will be patient. i the mean time i added a double delight, moonlight magic and just joey this year that that i ordered from weeks roses and they all have growth already so i can get my fix with them:-)

I'm in Zone 5 also. In my few years of experience, I've noticed that everything planted in beds generally wakes up a couple of weeks sooner than everything in pots, even when I move all the pots to the sunny South side of the house. I have buds on many established roses right now that were planted in the ground years before, but the pots with all the crazy, spreading herbs just started to nose out of the soil this past weekend.

Same here with me. I noticed that the roses that are in the ground are already starting to leaf out, but the roses in pots are kinda sitting there going "what, you want me to do what? leaf out are you crazy!" lol I see little red nubs all over the green canes but no leaves yet. Weird how that works. You would think the potted would leaf out sooner. Hmmm...
We still have forsythias blooming, daffodils flowering, and tulips just starting to bud out. It's been a very cold and snowy winter here. Even the trees have not leafed out yet. They are just starting to get tiny new leaves on them.
