Need tips for replanting rose garden

We had a lovely two tiered rose garden bed with 40 hybrid teas that we put in 5 years ago. For the first 4 years it was amazing and they all bloomed prolifically and were strong and healthy. Then, last spring we had an irrigation accident (former irrigation company put drip lines on for 45 mins/day, 7 days/wk) that we did not catch until the damage was done. That was compounded when our rose maintenance man replaced three dying plants with plants that were infected with blackspot. The blackspot rampaged through the rose garden like wildfire. By late summer we had turned the corner and the roses were starting to recover...then Sandy hit. That was the final nail for the rose garden. So this year we are starting new with 40 beautiful healthy strong new roses plants. We are removing the soil 18" around the old plants, adding new compost, soil, and a bit of manure, tilling it all in and replanting the new ones. I also plan on scratching in some Mills Magic around each the first week they are planted and then mulching them lightly. Does anyone have any tips on planting (depth, mounding, fertilizing, etc.) that would help this poor rose garden get a second life? Thanks!!
