Tree Roses -Same area---3 doing Great, 3 Not! what's going on??

Hello all! I'm new to this forum because its the first time we've planted roses here in Sonoma

County, CA. I could use some advice from you experts. We planted 2 yr. old bare root Tree Roses in mid February. There are 3 Icebergs, and 3 Dream Waltz. They are planted East-West, staggered and at the end of every other row of a small (organic)chardonnay vineyard. All get 6-8 hours full sun. What is STRANGE is the 3 on the West side all have many buds and blooms, look great and are about 8-10 inches taller. The first 3 in the row are bud-less and wimpy. No signs of disease or insects. Just are doing nothing.

What does anyone think is going on, and should I fertilize the first 3 only? If so, with what? They are alternated white iceberg, and the red Dream Waltz, so its not a variety issue. Although, the 2 Iceberg on the west end look the best.
