Growing climbers as tall shrubs instead?

This is what I was thinking, but need someone to tell me if it will hold true:

I am in zone 4b/5a, which is fairly unsuitable for growing most climbers. Cane hardy climbers simply do not appeal to me enough to use them, I would rather grow more non-climbers.

BUT. Can I allow a climber to dieback in the winter and will it continue to grow long canes each year, if not the long-reaching canes of a climber in a warm zone?

I am wondering if I could consistently count on a tall rose plant from climbers that dieback pretty far in the winter. Or if this exhausts the plant, eventually, and the whole thing croaks.

I was thinking, for instance, about allowing my Night Owl an obelisk instead of expecting it to climb and cover an arbor then I have to protect it. Unrealistic, I know.

I hope I am making myself understood???
