Gnats, fruit flies, and lots of paper

I'm on my first batch of compost with my compost wizard tumbler. Since it's gotten warmer out I've got a ton of gnats and fruit flies. The compost has gotten nice and dark and I can only identify a few things that haven't broken down; so I figure I'm getting close to transferring the compost I my garden. I've read that the flies are an indication things are too wet. I've added a lot of shredded white paper as I've gone along and two large newspapers over the last couple weeks. I haven't added any more table scraps just paper for the past couple of weeks and it still seems too wet.

Even though the compost tumbler can only handle 7cu feet I don't know if I should still use 30:1 C:N. If I am is that based on weight or volume? Food scraps are dense and shredded paper isn't.

Any advice?
