Pruning Fruit tree to control size vs root stock growth

I am hoping to buy my first fruit tree soon. I am considering either Santa Rosa Plum or Blenheim apricot.

The plan is to grow the tree in a container. In order to control size I understand I need to prune.

One question I have pertains to the growth of the rootstock itself. Doesn't this push up also? Even if I am cutting off the top of the tree and branches (ie, grafted portions) the rootstock itself will grow taller right?

How much taller will the root stock become each year in comparison to the grafted part of the tree?
