Briggs/Stratton 12.5HP engine question

I had overheating problems & kept losing the intake valve seat. That problem appears fixed. But now the intake valve keeper keeps popping off. I've changed keepers twice, valves once, and just changed out the spring. I got two & 1/2 acres worth of mowing and the keeper popped off again. When I changed the valve last fall, I tried to lap it in and ground the valve stem to set the tapper clearance. Could the tapper clearance be the root problem? Is the piston at top dead center or ??? past to set the clearance? Different books have different directions. The exhaust keeper is the automotive type with wedges, and I never have a problem. The intake keeper has a slot and hangs on the valve stem.
