Dog waste in compost pile

I've been reading this forum for a while, but this is the first time I haven't been able to find an answer.

I have a back corner of my yard under some trees where I toss all of my leftover yard waste. It's mostly leaaves, with pine needles, sticks, a little bit of grass clipping, and some dog poop. I have an earth machine composter for my garden that all of my kitchen waste and a lot of my yard waste goes into, but I would like to put my secondary pile to better use as well. Since I have been putting dog poop into the pile, will I ever be able to safely use this compost in my vegetable garden (assuming I stop adding more dog waste)? The pile doesn't generate much, if any, heat, so how long would I need to wait to let the poop break down before I can consider using it in my garden?
