A good site to install new garden?

Hi all!

Is it possible to install a perennial garden on an area where a tree has been "freshly removed". by that I mean, that I am having a pine tree removed from the side of my yard, and the tree people will leave me with a ground stump in the middle of where I want the garden to be. Also I am assuming that the area will be filled with old roots. I really want the garden here b/c the pine tree hid the garbage/recycle bins on the side of my house but it just got so big that we can't get in/out of our cars. In the new bed I plan on putting some Joe Pye in the center to create a new "wall" and then building around that. I am just worried about different issues I will have to contend with such as: the ground stump, the roots, the condition of the soil. Am I just asking for failure by installing my new garden here????
