Don Juan Bloom Rust

I have a Don Juan that I have had for about 4 years. It has struggled with Black Spot. In 2007 this area was hit hard with an early warm spring weather for several days followed by 3 or 4 days of freezing weather that killed much of the immature growth. All plants struggled just to survive for the entire year. Last year the plant lived and bloomed, but not nearly as well as could be expected. This year the plant has really come back well with a lot of new growth and a lot of buds. However, as the buds open and the bloom starts to mature, it is developing a brown "rust" that eventually kills the bloom. Any help on the cause and cure would certainly be appreciated.

A second problem: I had a beautiful "New Dawn" climber on the same fence that suddenly died this spring. No evidence of Voles. I am looking for a good yellow climber to put in its place, preferably one that has been proven to be resistant to diseases. Any ideas?
