small trees/conifers/shrubs to handle snow load?

We have a decorative stone wheel-chair ramp leading to our front door. One side is directly against the driveway, and the other side is against the front lawn and highly visible from the road. I have wanted to plant a row of small evergreens (or redtwig dogwoods) along the side in the front yard to add winter interest.

Then I realized that when the walk is shoveled, all of the snow gets dumped right where I was going to do the planting (which is currently making a mound of about 3 feet - unusual for NJ, but it happens).

Is there anything that could give winter interest that would handle that kind of treatment every winter (maybe a nice dwarf conifer), or should I just stick with perennials that die back?
