Top half of flowering cherry has no blossoms, few leaves

Hello,

Landscapers planted a 15 foot tall cherry next to me house in the summer of 2006. Since then, it's had problems with growth in its upper half. In the springtime, the top has no blooms whatsoever:

In the summer, it has very few leaves:

I have been told the tree's roots are exceeding it's branches and I need to trim it back. I was told to trim in some of the longer branches, as well as take some off the top.

I've read some posts here and it seems that trimming back in the summer or winter would be best.

Does this seem like a good plan?
