Graham Thomas & Yves Piaget - Will they survive

Here in Ontario Canada - we have had a really severe Winter and spring has also been somewhat cold.
Most of my roses have broken dormancy and doing fine except Graham Thomas Austin rose & Yves Piaget(Pink). GT has a number of canes which I cut back looking totally dead with only 2 or maybe 3 canes still green. But there is no growth on it yet. No leaf nothing. I have fertilised it and water it regulalry. YP is better with more green canes but no growth.
Are they late bloomers? (My 2nd year with them)? Will they come back? Can I do anything to start leafing out?
Any help would be great.
