Older 'wards signature 2000' blades won't stop spinning ?

Hey everybody, I'm brand new here and have a "aggravating" problem with my mower. I just got through changing the drive belts (more aggravating) and now, after putting the deck back in place .... the blades won't stop spinning when the lever is in Disengage ?. I am wondering what or if I could have done something to cause this, because they was working "normal" before I replaced the 2 drive belts ?. I have not put the 2 pulley guard shields back on the deck yet, could that possibly be the problem ?, or do I now need to adjust something ?.

The deck (42") on this mower is in good shape (cosmetically) and simple, having only 2 pulleys, however I did feel a vibration and they were 'noisy' before I replaced the drive belts ?.

So, because I am NOT mechanically inclined and can't afford to take it to the shop (and besides, I have no way to get it there in the first place) I have to try and fix this thing myself !, and being disabled ... it ain't easy !.
