Shastas - center of clump died

What is the best way to deal with the way that the center of a clump of shastas dies, so that I have a decent clump for the next year? I was wondering if the best thing to do is dig them up after they bloom and redistribute the pieces of the the clump. It seems like the plants on the edge lose their vigour when the center dies out. They also most seem like a biennial - nothing the first year, gang-busters the second, and near death the third.
