Compost kitchen scraps with no smell in small space

I would really like to compost, but I don't seem to be doing it right. I mixed two cups of garden soil (for bacteria) with 2 cups of sawdust (for Carbon), 2 tablespoons of baking soda (not sure why, found it in some instructions for an indoor composter), and about 3-4 cups of finely chopped kitchen scraps (for nitrogen). I shook it up about twice a day. I kept it damp. After a week or two, it smelled rotten and it didn't look like the scraps were getting any smaller. What am I doing wrong? Would I have better luck pureeing the kitchen scraps? Has anyone found a solution for a no-smell way to compost kitchen scraps in a small space (ie studio apartment in the city)?
