Virgin sandy loam ---- tilt or no tilt?

We are about to build a house near Idyllwild CA, USDA 8b and ele 4600ft. It has sandy loam with ponderosa pines covering 70% of land. In the more forrest-sy part of the lot, pine needles cover the soil completely. The part we want to cultivate is about 3/4 acre and sparsely covered by the pines, so minimum cutting of trees but need to remove some sage bushes.
Being virgin and never planted on, should one tilt and amend it before planting? neighbor has a few horses so one assume fresh horse manure are plentiful. or just cover the future plant site with horse manure and wait a season or so then just plant into the manure?
Since we are cutting down a few trees for building the house, there will be a lot of shredded wood chips of pine branches and needles too.
Oh, we and thinking of planting grapes and vegetable.
Any suggestions?
