I couldn't tell much from your photos--need close-ups.
Not all roses need or want to be pruned, so until you know what kinds of roses you have, just prune out the dead wood.
Rose 3 has probably reverted to root stock. If the new growth is coming from below the graft (a large fist/knot about soil level), you can just dig it up and get rid of it.
Fertilizing will help. You can use a generic like Hollytone or Plant tone, plus trowel in compost, alfalfa, manure --whatever you've got/can get.

You might consider getting "Roses For The North" from the University of Minnesota, "Roses for Dummies", "A year of Roses" by Stephen Scanniello, Ortho's "All About Roses," or "Growing Roses in Cold Climates" by Olson and Whitman. All of these will give you info about choosing, growing, and careing for roses in cold growing zones

Thanks for the notes about the books. I've already purchased the Roses for Dummies book... I'm trying to understand the recommendations but not knowing the type of rose is blocking me from really understanding what to do next.

I'm not sure if the growth on #3 is coming from below the graft. There's so many canes that have been cut it's just a mess- but probably?

I took some time today to prune some of the dead canes. The next ones I'm really questioning are the ones with lots of top growth. Rose number 1 is just so tall for the space but looks the healthiest of all. I hate to cut it back too much and ruin it. Rose number 2 doesn't have much growth at the bottom and looks really top heavy.

If you can't identify the roses, prune out the dead and damaged canes. You can prune height after flowering, in case you have once flowering roses that bloom on last years growth. If they flowered continuously last summer and fall you can gradually reduce height and encourage new growth by following the pruning guide in your book. Roses are tough. It's surprising the hair cut they can take. Enjoy the experience. I did and I still do and my flowers live and bloom in spite of me. Susz
