This MIGHT be a rose question??

I have situation I need some help with. My porch is built on the side of our house which faces the side of the neighbors house and it's in rather close proximity. We are not able to fence the yard yet and probably wont for years to come so I'm slowly building a living fence of trees and shrubs.

When we sit on the porch our view is of our neighbors porch....somewhat close. I'd like to have a row of evergreen trees or shrubs, perhaps column shaped and plant a rose garden in front of that so our view will be of the roses. My question is will that make a suitable backdrop for the roses? And, will the two grow ok together? As i've mentioned before....my design skill are severely lacking!! Also, any suggestions for what to plant as the evergreen screening? I was thinking maybe norway spruce? But I think they get HUGE and would take up so much of my space.
