Wait until your Spring, when both your tree and the rootstock are actively growing. Ask your local nurseryman for a good rootstock for your area; get 10; then do 10 T-buds or chip buds; and if you do them carefully, you should get at least 2 or 3 to take. When they are strong and growing well, I would take out the old tree or leave it and put the new tree(s) in another place. You can prune the old tree quite heavily, if you want to save it; as long as the trunk is solid and healthy; it will grow new shoots. BTW, one of the reasons the oranges from the old tree taste so good is the age of the tree; the new grafted trees should produce fruit in a year or two and they will be "clones" of the existing tree. Be warned, though... fruits from the new trees may not taste as good for a few years.

That looks like a peach tree to me. can you get a closeup picture of any remaining leaves? unfortunately with how few leaves are left it may be hard to save. one thing that could help is to remove the fruit, so the tree doesn't try to put any more energy into it. Again, looking at the image, it looks like the peaches are really close to ripe, so that may not help either.

What some may not be aware of is that while it is most commonly grown as a tree in frost-free environments, it also grows quite well as a shrub in cooler climates such as zones 7b/8a, returning each year from roots. From your link I notice that it is growing quite nicely in Oneonta, AL, which is 50+ miles north of me. Tibouchina urvilleana (princess flower) and clerodendrum incisum (musical notes) are just two of many "zone 9+ semi-tropicals" that do quite well for me on the extreme northern range of zone 8a. I'm looking for a "division", "cutting", "seedling"....whatever, please - not people who quibble over simple semantics. Thanks!

out of focus really doesnt help ... but it doesnt look like pine to me ... im thinking abies ... fir ... but im cant even feel secure on that with the blur ... where are they ... z5 is half the US ... as trees.. no conifer stops growing at some magical height ... its all about annual growth rate .. and how fast the get to height and go right past it.. most size estimates in conifers is at 10 years .. double the size at 20 .... are there power lines?? why 25'? and how long is the installation ... or are you talking one plant???? one thing for sure.. plant a diversity of plants ... if more than one ... ken
