Nothing Will Grow On My City Patio

I'm not sure if it's the soil or not, but I can't get anything to grow on my patio in the city. The patio is about 12'x 12' and is mostly brick. There are 3 spaces about 3' x 3' with soil where I have tried to plant every annual, perenial, and evergreen bush that I can think of. Plants survive for about a month and then die from the inside out. This also happens in the several large flower pots that I have on the patio. The only thing I can get to grow are ferns in the summer time. I have replaced the soil and the same thing happens. The area is mainly shade, but gets partial sun. My neighbor has no problems and only a 6' fence separates us. Help Please! Thanks!
