Kubota 5500 Diesel Won't Start -- Cold Weather

Can anyone help us with this problem. We have a Kubota 5500 Diesel tractor and now that we have VERY cold weather it won't even try to start. Lights come on but it won't even think of starting. Battery charger is on but we don't believe that is the problem.

Is it possible it is the "safety" switch that requires it to be in neutral is frozen or stuck because of the cold weather? If so, where is this switch on the tractor?

Also, is it possible to bypass this switch?

Is this switch a normal open/close switch so we can test it to see if it is working properly?
