pH in new garden beds

What's going on in my garden? Here's my situation:

We're preparing the soil in an area that has not been gardened before. The base soil was brought in last year. I tested it with my new Kelway soil tester and the reading is 7.0.

We decided to amend the soil with compost from Oldcastle Landscape Products. The stuff is a blend of composted pine bark, manure and other organic compost. The pH is 5.5.

We added a 4" layer of compost to the garden, plus 250 Lbs. of dolomite lime to a 3500 Sq. ft. area and tilled in in. Now the pH reading of the tilled beds is reading 3.5 to 4.0.

I sure wasn't expecting such a low pH. What's going on?
