Planted bare root roses April 1st, can I apply alfalfa?

I've already dug in alfalfa pellets around established r*oses, but I'm just itching to give some to the newly planted r*oses. They were planted bare root on April 1st and there are new shoots on all of them. One has leaves open on it already. I thought I remembered that I shouldn't apply fertilizer yet, but can't remember if that is for the whole season or not. Then I thought I could probably at least pour a water fertilizer, like fish emulsion/seaweed on them and then I had the bright idea to make up some alfalfa tea and pour that over them.

But, thought it best to run the idea by the forum. Is it okay to do that on these new r*oses?
