Mulch issue

Last spring, I put down a thick layer of black mulch. By the end of the summer, it had knit itself together with white fibers. I know how some people feel about dyed mulch but we like it and I know that the white fibers were some sort of decay process. It actually repelled water and was difficult to dig into! The soil underneath is hard clay. I lifted it (it came up in large "tiles") and added compost. Is there anything I can do to avoid this issue this year? I might sprinkle a light layer of compost on top. My guess is that the microbes are unbalanced and I need to add a better variety so correct the problem.
