watering temp for veggies (cool & warm types)

Am planning to heat my water for plant watering.

It gets dripped from city water source into a horse trough (w/ pond liner) and then once per day, auto-watering from trough to beds. The water source comes in at temps less than 40 degrees (one of the coldest ground water locations in the nation) and my tank isn't large enough to maintain temps much warmer than that w/ the constant draining/refilling especially during winter months.

Would like to add a little heater (maybe aquarium heater?) I already know the math part: i.e. how to calculate heater wattage required based on my city water temp., draining/refilling scheme, and daily ambient temp. range, etc. However, I don't know the ideal temp to use as my goal.

What's the ideal temp. to water plants?

I have both warm and cool season vegetables. The warm season veggies are living in a heated bed (70+ degree soil temp. which plummets each time I water.) The cool season guys' bed is not heated; haven't measured the soil temp. of the non-heated bed, but am guessing it's pretty chilly.
