How to prep soil fast and cheap? Dealing with rental prop.

I'm not new to gardening at all, and know how to compost and ammend soil slowly (with homemade compost) or quickly and expensively via truckloads of humus, but I'm in a situation in which I'm living in an area for two growing seasons only. I don't have the cash to buy a composter and since I got here in the fall, I didn't have time to build one and get it hot before winter. I'm a grad student and have a teensy budget for gardening (growing everything from seed to cut costs and will haul shower water down a flight of stairs for my plants! Yes, I'm dedicated!) and I'm not exactly sure what would be the best method for me right now. I'm looking at a small area--about 150sq.ft.

When I was a kid, I knew an older man who couldn't turn a compost heap, so he just dumped his green kitchen scraps in every planting hole...I'm wondering if this is my best bet?
