I need some suggestions

I have a bed that all summer gets daily water from the lawn sprinklers for about 30 mins. around 4:30 am. (I know, I know, too much water, but I live in a condo and am not in charge of the sprinklers.)

The bed is mulched every year by landscapers with about 2" of bark mulch (again, too much, but I can't stop it).

I want to edge it with a low(ish) growing blue-flowered perennial that will bloom for as long a period as possible (or with two or more different edgers that will complement each other and thus extend the bloom season).

Can anyone offer some plant material suggestions? I'm not used to gardening in such a damp situation and the only names I've run across so far have a tendency to be aggressive thugs.
