My guess is with 7 hours of light and nothing shading it until your marginals return, you have more light than your neighbors ponds. Your best bet is to scoop out some algae, get UV and barley to kill new stuff, then plop in some floaters asap to stop the cycle. The UV light will not kill algae that is already there. It will only inhibit new algae. It also won't do anything to string or matt algae. The water though looks like the kind it will fight though. I would throw in some barley to help kill the new algae cells too. It takes about a month for the barley to break down and start killing the algae (extract solution is faster but more expensive). Then do a week or so of netting to get as much out as you can. The light and the barley will kill new stuff but to get rid of the existing stuff you need to starve it with shading floaters. If you want to combat the green fast, invest in some floaters that are already established. Water lettuce or water hyacinth or frogbit until lillies get going. I would get a structural engineer to look into this...not your builder. The engineer will know for certain if it's allowed and how to do it. It may just be that your contractor/builder doesn't want to do it b/c he either doesn't know how or just doesn't want to do it (possibly too much work). I actually got a similar run around from my contractor about venting outside. We had a stop work order for 9 weeks while we worked out a way to vent outside...actually, while I told them to find a way, don't just stand there wringing their hands giving me one excuse after the other about why it couldn't be done. When they finally started thinking about it they then quoted me a ridiculous amount ($4,800 USD) just to move a shower drain & vent that were in the way...I got an outside plumber do it for $900 USD! They still kept making up excuses but I stood firm and told them to find a way. They eventually did when they realized I was not going to back down or meekly go with whatever they said (including them telling me "I've been doing kitchens for 20 years and there's no way it can be done..." Guess what? It's done. BTW...downdrafts do not work well at all nor do pop ups.

Hmmm, let's check that out. Can you post a photo of your whole house? We could try some mock ups to see how it all looks. Think of this: lots of people paint their doors bright colors to make them pop. Their door color doesn't match anything else, yet people have no qualms about that. So maybe a wood door wouldn't look off with a white garage door. And here in colonial country, I can think of many homes with wood doors and white garages.
