Is it true? You can not plant a rose in a spot of another rose?

I have read somewhere sometime ago, that if you dig out a rose, you can not plant and hope to grow well another rose bush on the same spot, unless you dig out all the soil and replace with new soil. All the experienced gardeners seem to be replacing their roses whenever they need to? Do you replace the soil? If so, how much? Or is this information simply not correct?

I have not seen this info anywhere else but it stuck with me and I have never had a chance to test. So, I am trying to be absolutely sure where I am going to plant them (new garden) so I do not need to change their spot. Am I driving myself crazy for no reason?
