Old Penelopes, hybrid musks

We don't seem to talk much about how to handle roses that are old to us. I bought my Penelopes in 1999. I have worried about them for a couple of years, but have not known what to do -- if anything.

Their main branches seemed to be getting so large that they looked like they were turning into trees. I have cut them back, and realize that the stems are damaged and are perhaps too small for the big canes.

While the rose is growing, do you do anything to keep encouraging new growth from the base? Does a healthy rose stop sending out new shoots from the base in the spring? Do normal roses fall into a decline after a period of time or should I do something about them?

I have 5 Penelopes and 3 Ballerinas in this situation. They are all own root.

I am interested in what you do for long term maintenance?
