There are far more experienced rose growers on this forum than me, but I don't perceive those canes to be dead. You'll know more as the spring progresses and you can see which canes have swelling buds and which don't, but I wouldn't be inclined to automatically assume a cane that color at this time of year was dead. New canes are often green in the autumn, but by the next autumn all of that color is usually gone and in its place is a thin layer of corky bark tissue. I believe the red on your canes is evidence of canes transitioning from green to bark.

Black canes are dead. Most other colors you have to wait and see if they bud out later in the season. If you see some that look very dull and dry, they might be dead, too, but really it is too early to tell.

New growth on many roses is mahogany red.
As the wood ages, it may turn green (or not).

Some roses retain the mahogany color through most of the productive life of the cane.
It can be very lovely.

Some roses get a disease that spots the canes with red spots, not sure if its downy mildew or what.

Some roses, the canes just turn red as they age.

Some roses get sunburnt, and that turns the canes red---on the sunny (top or south-facing) side.

Dead canes are either black or a brown color.

Its strange but on a few of these canes it is green on one side and this dark red on the other side of the cane. Jeri, the roses are cuttings of Peace, and Brigadoon. The one in the pot is a 3 year old seedling.

Honestly, Ramblin, I don't think you have a problem.
At least, all looks well in the lower photo.

What seems troubling is that your second to last picture shows the leaves shrivling up and dying. Down here in rainy SF we get more than our fair share of fungus related conditions and from my experience, if the leaves or new growth are dying and you have a drastic change in the color of the canes you probably have something to be concerned about. I often come accross canes that begin to turn yellow. I aggressively take care of thise by cutting all the way down as far as the yellow has progressed in order to try to stop further infection. When I see yellow I know that black and brown are sure to come soon.

However, your canes are red, so I don't know if I would read this the same way. If I were you I would definately cut the canes where leaves or new growth are dying down by 2/3. This way you still have cane left but you will also be slowing the progression of the die back, IF it's die back, a bit.

I hate to be an alarmist, but my moto is better safe than dead.

LOL, Adrian, this is NJ and it is winter time. Leaves like seen on these pictures that are "shrivling up and dying" are what we all see in winter.
There is nothing wrong with these roses in my opinion. Look like roses in winter should look. Many varieties have young canes of green color, but as they age they turn brown or red and vice versa.

Oh yea, we get the curled up leaves every winter, I either pull them off or wait till the wind does it for me. I appreciate all of your help. Like I said when it starts to warm up and I get out to do my pruning I will cut the cane about 1/3 down and see if the pith is white, these are cuttings so I am not that worried except for my seedling. I would have not kept it outside but didn't have any place to store it for over the winter. I had insulation wrapped around the pot but that flew off months ago.
Here is a picture of my seedling in the pot. I hope I don't lose it.
