Need help: have never germinated indoors before!

My dream is to have a beautiful container garden on my porch that attracts bees and butterflies. To get an early start, I want to germinate some seeds indoors. I'll tell you what I have so far, and please give me advice, tips, share your experiences with germinating these seeds or tell me if I'm missing anything! I really appreciate your help.

I have the following germination equipment:

Potmaker from Burpee's for making 3" newspaper pots

Burpee's seed starter mix (1 bag)

A long fluorescent light

I plan to germinate the following seeds:

Morning glories (Heavenly Blue)

Moonflowers (Giant White)

Marigolds

Chives (Common, Organic)

Lavender (Lavender Lady)

Thunbergia (Superstar Orange)

Lobelia (White Cascade)

My questions are:

How can I best ensure drainage in the newspaper pots when watering? (I'm considering buying a large ridged tray with plastic dome)

Do I leave the fluorescent light on 100% of the time?

Has anyone germinated these varieties from seed and can share their experiences? Successes and failures?

Other than these, I'll be direct-sowing sweet peas, more marigolds, alyssum, chamomile, nigella, poppies, and cosmos. I'll purchase my herbs in plant form and pack them into a strawberry jar.
