Does Louise Odier have downy mildew? (lots of pix)

I'm thinking of getting rid of Louise Odier, one of the first roses I planted here, now about ten years old and lovely in full bloom. Why? Because every year it gets a nasty purple cane splotch which I suspect is downy mildew. Canes usually have to be removed after a year, two at most. I just butchered it, taking out everything that looked diseased (most of the plant). I can do what I always do, which is spray with copper, but I know it will come back again. If someone can assure me that this is normal for this rose, and not to worry about it, I'll give it a renewal on its lease. But if it really is the dread DM, I want it out of my garden. My garden philosophy allows for one dormant spray, usually copper. For an exceptional event I might do a second spray at some point, but I don't want plants that can't stay reasonably healthy with the amount of spraying I'm willing to do.
