That is a new growth. The flower spikes come up between the psuedo bulb and the leaves.

I tend to agree, it's too green to be a spike, sorry to say. Though the spikes on my cym do come up from the base, and not between the leaves, but you'll know for sure in a few weeks....

One thing i can assure you. The spikes are more roundish and not so pointy like the new growths. New growths tend to be more flattened and very pointy. Well that one (for me) looks like a flower spike. The colour of the spike doesnt matter. In most white, green or yellow cimbidiums the spikes tend to be VERY green. On those with darker colours (like red or brown) they usually presend some darker pigmentation. Well, i hope it is a flower spike Xuan, but right now it is a little difficult to predict with a photo. In a week send a new photo, so we can see how is the bud doing.
