Rust Rust Rust

Oh yuck and rat doodoo. I just went out to prune Everest Double Fragrance and she is so rusty that she rains rust when I put the pruners to her. She always looks crummy in the early spring and then gets her act together and looks good later in the season, so I'm unwilling to take her out, but I don't ever remember her having rust like this. I'm going to de-leaf her and prune her pretty drastically, but my question is whether there is something I should be doing to/for/at all those rust bits and pieces (are they spores???) that are falling into the dirt at her feet. It really is pitiful.

P.S. Can someone tell me how to load pictures directly into the post instead of making a link, mostly so I could put two pictures into the same post? I'd like to post a picture of the whole plant, but if I try to make another post right after this one GW will reject my message anyway...

Here is a link that might be useful: {{gwi:224841}}
