Tiny Plants with White Tubular Flowers

These small, weedy plants were growing in a rock-only landscape that received frequent water. The largest ones were 3.5 inches tall, and about the same width. All plant parts were covered with spreading hairs, and the divided leaves were opposite at nodes. The flowers were only 0.125 inch long, and on pedicels of similar length. Flowers were white, tubular in form, with a top petal that was notched, two lateral petals, and one on the bottom as shown. There were four narrow sepals, plus a fifth one on top that was much wider and longer than the others.
